In the current era of globalization, globalization is a part of the most hot topic to talk about, which basically has not found the end point of its completion. Without us humans realize that today's climate change has occurred in our environment in our lives.

This, of course, raises various problems or polemics to environmental activists, scientists as well as governments who are partially issuing rules of the effort to solve existing problems with the aim of protecting the environment. Much of the current literature on social science concerning global warming is predominantly dominated by social construction on social issues that lead to claims-making or making a claim.

Legitimation Of Global Warming As A Problem

In the early 1990s many social scientists studied how socially and politically facilitated development for coping with global warming became a social problem which of course required a useful act of improvement. Claims makers are able to gain a lot of increasing attention about global warming for several reasons. The first reason is because of the connection that it has with the timeliness to get popular issues.

The second reason is because of the extreme drought during the summer that occurred in 1988. While the third reason is that of the dramatic James Hasen testimony in June of 1988 that discussed the abnormally hot weather that leads to global warming. Until finally at that time the scientists became the most sought after person to become a source of news which of course discussed about global warming.

Social Problems And Social Movements

An approach capable of forming a claim of a more easily understood social theory theory from the point of view of the social movement is proposed by Mauss in 1997 which often makes the behavior of a general claim reflecting the actions of social movers, while the social problems to be seen as a social movement.

While the concept of claims itself centered on the orientation of social problems, while for the concept of "order" centered on the orientation of social movements. So if this is not a concern or deepened the concept of the claim and the concept of the framework will be seen the same where both will be equally seen as a discursive tool. And both are often also referred to daily activities that can clarify the existence of social problems or the perpetrators of social movements. But basically claims and order have differences.

Claims are considered as products that become explanatory in a social problem and are conceptually integrated with the internal cycle of social problems. And also the concept of claim requires or sometimes exaggerates things like the offender of the claim.

Frames are regarded as a concept that frames or frames with the determination of the ideological process of naming the culture. Dlam framing can provide a variety of understanding of the underlying structures of power.

The Emergence Of A CountermovementThere is always opposition to every environment and protective measures in the United States, but this opposition is considered more diverse than has been acknowledged by observers, this is stated by Brulle (2000) & Switzer (1997) cited in Switzer 1997 .XIII). So while there is always an opposition to environmental movement and protection, environmental problems in every global framework will continue to cause a lot of conservative movements. So that in the framework of global environmental problems is a scheme of interpretation that is able to provide an understanding that humans can disturb the global ecosystem by providing various changes or influences that have an impact on the quality of the environment today to the welfare of our species of humans in the future.
