Jokowi Teken Perpres Arrangement of Duties and Functions of the Working Cabinet

Jokowi Teken PerpresJakarta – President Joko Widodo (Jokowi) has signed Presidential Decree No. 165 of 2014 on October 27, 2014. The Presidential Decree on the Arrangement of Duties and Functions of the Working Cabinet has been formally enacted by the Ministry of Justice and Human Rights.

"The Working Cabinet consists of 34 ministries.4 The ministry is the coordinator for the 30 ministries below, in addition to the ministries, the Cabinet of Work is supported by the Cabinet Secretariat headed by the Cabinet Secretary," wrote the Cabinet Secretariat on its official website, setkab.go.id, such as Liputan6. com quotes, Wednesday (12/11/2014).

The following changes to the organization and workings of a number of ministries:

1. Minister of Research, Technology and Higher Education coordinates: a. Implementation of government affairs in the field of research and technology implemented by the Ministry of Research and Technology; and b. Implementation of duties and functions in the field of higher education which is implemented by the Ministry of Education and Culture.

2. Minister of Public Works and Public Housing shall coordinate: a. Implementation of government affairs in the field of public works carried out by the Ministry of Public Works; and b. Implementation of government affairs in the field of public housing implemented by the Ministry of Public Housing.

3. The Minister of Environment and Forestry shall lead and coordinate: a. Implementation of environmental affairs of the government carried out by the Ministry of Environment; and b. Implementation of government affairs in the field of forestry implemented by the Ministry of Forestry.

4. Village Minister, Disadvantaged Areas Development and Transmigration lead and coordinate: a. Implementation of duties and functions in the field of village covering the institutional and training of village communities, traditional and socio-cultural empowerment of village communities, rural community economic enterprises, and natural resources and appropriate technology in rural areas implemented by the Ministry of Home Affairs; b. Implementation of government affairs in the field of development of underdeveloped areas implemented by the Ministry of Development of Disadvantaged Areas; and c. Implementation of government affairs in the field of transmigration carried out by the Ministry of Manpower and Transmigration.

5. Minister of Agrarian Affairs and Spatial / National Land Agency lead and coordinate: a. Implementation of duties and functions in the spatial field implemented by the Ministry of Public Works; and b. Implementation of government affairs in the field of land implemented by the National Land Agency.

"In the case of the organization and working procedures of non-ministerial government institutions in the field of creative economy has not been established, the Minister of Tourism shall lead and coordinate the implementation of all government affairs in the field of tourism and creative economy as regulated in Presidential Regulation No. 24/2010," read Article 11 of this Regulation .

The Presidential Regulation also stipulates that the organization of ministries and institutions at the echelon I level shall be stipulated by Presidential Regulation. The arrangement as intended, is proposed by each minister and Cabinet Secretary to the Minister of Administrative Reform and Bureaucracy Reform to be subsequently submitted to the President.

The arrangement of ministry and institute organizations at the level of echelon II down is determined by each minister after getting approval from the Minister of Administrative Reform and Bureaucracy Reform."The arrangement referred to is proposed by each minister to the Minister of Administrative Reform and Bureaucratic Reform," reads Article 19 Paragraph (2) of Presidential Regulation No. 165 of 2014.

Article 23 of this Presidential Regulation affirms that the organization of the Working Cabinet is finalized within 4 months of the enactment of this Presidential Regulation.
